Why so many Dandenong homes contain asbestos
Asbestos was used in Australian building materials right up until the late 1980s, and it wasn’t fully banned until the end of 2003. Greater Dandenong is full of housing from exactly that era — the post-war and mid-century homes across Dandenong, Springvale, Noble Park, Keysborough and Dandenong North were built when asbestos cement was standard. If your home was built before 1990, there’s a real chance it’s present.
It turns up in the places you’d expect and plenty you wouldn’t: fence sheeting, eaves and soffits, roof sheeting, wall cladding, bathroom and kitchen wet-area panelling, vinyl floor backing, and old shed and garage walls. Most of it stays safe while it’s undisturbed — the risk comes when it’s cut, drilled, sanded, broken or damaged by fire, which releases the fibres. Friable and non-friable asbestos — and why it changes who can remove it
Not all asbestos is treated the same under Victorian law, and the difference decides who’s legally allowed to remove it.
Non-friable asbestos:
is bonded — the fibres are locked into a solid material like asbestos cement sheeting (fibro), fencing or roofing. It can’t be crumbled by hand and doesn’t readily release fibres while it’s intact. Most asbestos in Dandenong homes is non-friable.
Friable asbestos:
can be crumbled to powder by hand — think pipe lagging, some insulation, and materials that have been damaged or fire-affected. It’s far more dangerous because the fibres become airborne easily, and under WorkSafe Victoria rules it can only be removed by a Class A licensed removalist. Can you legally remove asbestos yourself in Victoria?
Only within strict limits. Under Victorian law, an unlicensed person can remove non-friable asbestos only if the total area is 10 square metres or less, and the total removal time across any seven-day period is under one hour. Exceed either one — the area or the time — and a licensed removalist is legally required.
To put that in perspective: a standard asbestos fence line or a shed wall will usually blow past 10m² on its own. So most real household jobs — a fence, a roof, a garage, cladding — legally can’t be a DIY job. And even within the limit, it still has to be done using proper safe-work procedures.
